A foreign national, who was a citizen of India on or after 26th January 1950; or was eligible to become a citizen of India on 26th January 1950; or belonged to a territory that became part of India after 15th August 1947; or is a child or grandchild or a great-grandchild of such a citizen; or is a minor child of such persons, is eligible for registration as an OCI cardholder. Spouses of Indian citizens or OCI cardholders may also be eligible under certain conditions.

OCI cardholders enjoy multiple entry, multi-purpose lifelong visa to visit India, exemption from registration with Foreigners Regional Registration Officer (FRRO) for any length of stay in India, parity with Non-Resident Indians (NRIs) in respect of all facilities available to them in economic, financial and educational fields, except in matters relating to acquisition of agricultural or plantation properties. They cannot vote or hold public office.

For OCI cardholders who obtained the card before turning 20, it is mandatory to re-issue the OCI card once after attaining the age of 20 years. If the OCI card was obtained after the age of 20, re-issuance is not required upon passport renewal. However, it is advisable to upload a copy of the new passport and a recent photograph online on the OCI portal each time a new passport is issued up to the age of 20 years, and once after completing 50 years of age.
